Pricing for Class 1, 2, and 3 is for a half day (11:00 a.m. – 3:00 p.m. or 4:00 p.m. – 8:30 p.m.). For full day vendors (11:00 a.m. – 8:30 a.m.), the price is double the amount indicated in the chart below.

For Class 4 and 5 events, the price is for the full day of the event.

Terms & Conditions

All parties (including civic groups, craft, and food vendors) seeking space within Finlay Park must read the following contract and agree to the terms set forth herein.

Once we have approved your application, we will send you an email with an invoice and payment instructions. Submission of documentation does not guarantee selection. You will be able to submit all required paperwork after your application has been approved.

THERE WILL BE NO REFUNDS IN THE EVENT OF INCLEMENT WEATHER OR CANCELLATION OF THE EVENT. ALL EVENTS ARE RAIN OR SHINE.

Licenses

  1. Vendors are responsible for the collection of sales and hospitality tax on items sold and must remit said taxes to the City of Columbia and the South Carolina Department of Revenue.
  2. All vendors must submit a copy of their City of Columbia Business License with their application.
  3. All vendors must submit a copy of their SC Retail License with their application (where applicable).
  4. All vendors must submit a certificate of insurance and list the City of Columbia, 1737 Main Street, Columbia, SC 29201 as Additional Insured and Certificate Holder. Applications without an insurance certificate will not be processed. Limits must be $300,000 per occurrence and $600,000 aggregate.
  5. All food vendors that are cooking on-site are required to provide a copy of their fire-retardant certification for the Fire Marshal to review.

General Rules & Regulations

The City of Columbia Department of Parks and Recreation, in their sole discretion, shall have final approval over all products and the prices at which products are sold.

All food and beverage vessels, including plates, take-out boxes, cutlery and other disposables must be biodegradable.

All beverages must be served in recyclable containers.

No glass of any kind may be served to patrons.

No alcoholic products of any kind may be sold. If you violate this policy, you will be asked to leave the festival and forfeit your vendor fee.

No vendors will be permitted to sell outside of their assigned location during festival hours (i.e., NO MOBILE VENDING).

Please conduct yourself in a respectable manner suitable for a festival with children and families. The Finlay Park staff reserves the right to remove any signage deemed offensive within the festival footprint.

Fire Marshal/DHEC Requirements

  1. All vendor tents must be properly anchored with NO LESS THAN 50lbs on each tent leg – NO EXCEPTIONS per CFD Fire Marshal.
  2. Banner displays that exceed 3-5 feet above the top of the tent shall be properly anchored as well (no tape).
  3. All food vendors must meet DofA and Fire Marshal codes, including fire extinguishers AND hand washing/sanitation stations.
  4. Any vendor or concession that utilizes cooking or heating devices shall have a minimum of:
  5. One 2A10BC portable fire extinguisher AND One Class K type portable fire extinguisher if a deep frying operation is in use. The extinguishers must be “in date” with a current inspection tag, (not in need of servicing), visible, accessible, and mounted (not sitting on the ground).
  6. Propane or solid fuel (such as charcoal or wood) are the ONLY approved forms of cooking.
  7. All spent grease must be disposed of through an approved method.
  8. Generators must have fuel capacity to operate for the entire event. No generators may be refueled on-site.
  9. The Fire Marshal will be checking each vendor location for adherence to the proper rules and regulations explained herein.

City of Columbia Firearms / Concealed Weapons Protocol:

Firearms shall be prohibited at Finlay Park during all opening hours, including set-up and tear-down, regardless of whether such firearm is carried openly or concealed, and regardless of whether the individual carrying such firearm is a valid concealed weapons permit holder. See Ordinance 15-1 (15-16).
The undersigned does hereby release, acquit, and forever discharge the City of Columbia, their officers, directors, agents, representatives, and employees or contracted staff of and from all manner of actions, suits, damages, claims, and demands whatsoever in law or equity from any loss or damage of any nature of description, known or unknown, in any way barring from or relating to the undersigned participation in Events at Finlay Park. The undersigned will indemnify and hold the City of Columbia harmless from any claim, by any agent, employee or contractor of the undersigned arising from or related to participation in any and all Events at Finlay Park.

Submission Information

Incomplete applications will not be accepted. Spots are limited, and an application does not guarantee a spot in the festival. If your application is not accepted, you will not be charged a fee.

Deadline is April 1st to submit applications for April events.
