What are the hours of operation for Finlay Park?

Finlay Park is open daily from 6:00 a.m. to 9:00 p.m.

Clear Bag Policy & Visitor Experience

Why does Finlay Park have a clear bag policy?

The clear bag policy helps maintain a safe, accessible and welcoming environment for everyday park visits and for events. It allows public safety teams to support visitor safety efficiently without disrupting the park experience.

Our goal is to protect the experience—not interrupt it.

Is this clear bag policy only for events?

No. The clear bag policy is in effect every day, during normal park use, and during events.

Does this policy apply only to Finlay Park?

The Parks & Recreation Department uses clear bag policies in multiple facilities (gyms, pools, and sporting events). This specific version is tailored for Finlay Park.

Who is enforcing the clear bag policy?

Park Rangers and Parks & Recreation staff will serve as ambassadors to help visitors understand and adjust to the clear bag policy. Their focus is on education, support, and a positive visitor experience, not punitive enforcement. A common-sense approach will be used as the public becomes familiar with the guidelines, particularly during the early weeks of reopening.

Will bags be checked when entering the park?

Bag checks will only occur during events when designated entry points are in place. During everyday use, visitors may enter freely. However, if staff observe a bag or item that does not appear to meet the approved guidelines, or if there is a safety concern, Park Rangers may conduct a brief, respectful check to ensure the safety of all visitors.

Can media or photographers bring camera bags into the park?

Yes. Media, photographers, and hobbyists may bring professional equipment bags.
Please check in with a Park Ranger upon entry so staff are aware of equipment use and to avoid interfering with children’s programs, private rentals, or performances. Park Rangers will put a tag on your bag so that our team will know that you have checked in.

Food, Beverages & Personal Items

Can I bring my own food or have a picnic in the park?

Yes. Outside food and non-alcoholic beverages are allowed, including homemade, pre-packaged, restaurant, and take-out meals. Food and beverages should be carried in an approved bag or in the original to-go container or bag.

Approved Bags for Food/Beverage:

  • Clear tote (no larger than 12” x 6” x 12”)
  • Clear backpack (no larger than 18” x 6” x 12”)
  • Clear fanny pack (no larger than 4.5” x 6.5”)
  • Wristlet (no larger than 4.5” x 6.5”)
  • Small clutch purse (no larger than 4.5” x 6.5”)
  • 1-gallon clear plastic freezer bag
  • Soft-sided cooler (no larger than 14” x 14” x 14”)
  • Diaper bags are permitted when accompanied by a child

Is alcohol allowed in the park?

No. Alcohol is not permitted unless approved through an official City permit.

Can I smoke or vape in the park?

No. Smoking and vaping are prohibited throughout the park.

Are dogs allowed in Finlay Park?

Yes. Dogs must be on leash, and owners must pick up and properly dispose of waste. Waste bag stations are located throughout the park.

Are folding chairs or musical instruments allowed?

Yes. Folding chairs and musical instruments are welcome. However, excessively loud music or disruptive behavior is not permitted.

Will food and drink be available for purchase on site?

Yes. Snacks and beverages will be available during park hours. Food trucks and vendors may be present during high-use times and special events.

Safety, Security & Mobility

Is there security at Finlay Park?

Yes. The park has a comprehensive safety plan that includes:

  • Ranger Station staffed daily
  • Columbia Police officers and Park Rangers on rotation 7 days a week
  • Security cameras monitored onsite and at CPD’s Real Time Crime Center
  • Emergency call boxes are located throughout the park
  • Ornamental perimeter fencing with designated access points

Can I ride scooters, skateboards or bikes in the park?

  • No skateboarding inside the park (use the Vista Greenway).
  • E-bikes, electric scooters, electric unicycles, Onewheels, and similar devices are prohibited. (This does not apply to mobility devices used by individuals with disabilities.)
  • No cycling inside the park. Bike racks are available near entrances.
    Visitors may walk bicycles inside the park to the bike rack areas.
